Skirts should be worn to just above the knee.

To measure size for skirt, use cloth or paper tape measure, around the waist and then for length from waist to just above knee, as a guide in general 20" length is for average height girls, 18" for shorter girls and 22" for taller girls.

There is little give in the waist band so you are better going a size up if in between as often t-shirts and jumpers are tucked into the skirt.
